A day earlier, Russian aircraft had dropped guided bombs on a school where residents had lined up for weekly aid packages. Mykhailo Semikin, the acting head of the regional military administration, gave a count on Tuesday morning: 31 dead, five wounded and nearly 50 missing, according to [Interfax-Ukraine](https://en.interfax.com.ua/news/general/1230412.html). By afternoon President Volodymyr Zelenskyy, speaking in Berlin, said at least 33 were dead. About 50 people might still be under the rubble, he said, per [ABC News Australia, citing Reuters](https://www.abc.net.au/news/2026-11-04/russian-strike-on-school-kills-dozens-n-ukraine/107343894).\n\nRussia's Defense Ministry said its forces hit Ukrainian military units near the village. Latvia, which holds the UN Security Council presidency this month, asked for an emergency meeting. The strike landed a week before US-mediated working-level talks between Ukraine and Russia, now set for November 10–11 in Abu Dhabi, and a day after a six-day local ceasefire around Oleshky expired.\n\n## What happened on Monday\n\nThe attack began on the morning of Monday, November 2. Zelenskyy said the first bombs hit as people arrived at the school. The school had stopped holding classes because the village is close to the front. Its building and shelter were used for humanitarian work, with aid handed out every Monday. He said a second strike followed, aimed at the shelter where people had taken cover, and called it \"a vile, terrorist strike,\" according to his [evening address](https://www.president.gov.ua/en/news/znayemo-vid-rozvidki-sho-rosiya-gotuye-novij-masovanij-udar-107113) published by the presidential office. In a [Telegram post](https://t.me/V_Zelenskiy_official/21603) that evening he said that after the first aerial bomb strike there was a \"double-tap\" strike with nine more bombs.\n\nSemikin described a sequence of at least nine strikes, first with FAB-500 guided bombs and then with FAB-3000s. The FAB-3000 is a three-ton bomb carrying nearly 1.5 tons of explosive. It is built to break reinforced concrete and bunkers. He said the underground concrete structure collapsed after a direct hit, in a [Telegram post](https://t.me/zoda_gov_ua/68786) on the regional administration channel. The regional administration's mourning notice said one bomb hit the \"Center of Life Resilience,\" a facility where people were receiving humanitarian and medical help, per [zoda.gov.ua](https://www.zoda.gov.ua/news/81155/v-zaporizkiy-oblasti-ogolosheno-den-zhalobi.html).\n\nThe State Emergency Service said its rescuers and police arrived after the first hit, took cover when a new threat was announced, and were then struck at the same spot. A sports hall and an outbuilding were destroyed and the school building damaged, the service's head, Andrii Danyk, said on [Telegram](https://t.me/dsns_telegram/79450). Two rescuers, Denys Konovalenko and Oleksii Sushchevskyi, both 44, were killed and two more were hospitalized, the [Kyiv Independent](https://kyivindependent.com/exceptionally-horrific-strike-russian-bombs-strike-school-used-as-humanitarian-aid-center-in-zaporizhzhia-oblast-killing-24/) reported. Four police officers were also among the dead, per Semikin.\n\nMeduza, which is based outside Russia, noted that Komyshuvakha lies less than 20 kilometers (12 miles) from the front and that children were evacuated from the village as early as June, in its [report](https://meduza.io/en/feature/2026/11/03/russia-bombs-humanitarian-aid-distribution-site-in-southern-ukraine-killing-31-more-than-40-people-remain-missing). The village had about 5,250 residents in a 2022 estimate, per [Wikipedia](https://en.wikipedia.org/wiki/Komyshuvakha,_Zaporizhzhia_Oblast); how many remained before Monday is not known. The site had been hit before. On June 15, Russian FPV drones struck near the same school while the Proliska humanitarian mission was handing out aid, wounding four. Proliska then stopped deliveries there, according to the Ukrainian rights outlet [ZMINA](https://zmina.info/en/news-en/russian-strikes-on-aid-distribution-site-and-shelter-in-komyshuvakha-kill-at-least-24).\n\n## How the count rose\n\nThe death toll climbed through Monday night and Tuesday as rescuers dug. Zelenskyy's first Telegram post on Monday reported 18 dead; the figure stood at 26 in his evening address. By Tuesday morning Semikin reported 29 dead and 48 missing, then 31 dead with \"nearly 50\" missing, per [Interfax-Ukraine](https://en.interfax.com.ua/news/general/1230412.html). A later [Telegram post](https://t.me/zoda_gov_ua/68789) from Semikin said 20 of the 31 dead had not yet been identified and 58 people were listed as missing. Zelenskyy's figure of 33 came from Berlin on Tuesday afternoon.\n\nThe missing figures are not comparable across sources. Some are counts of people reported absent by relatives; Zelenskyy's \"more than 50\" is an estimate of people possibly under the rubble. The regional administration said air threats and Russian drones repeatedly forced rescuers to pause, which [Kyiv Post](https://www.kyivpost.com/post/89044) also reported.\n\n**Reported deaths in Komyshuvakha rose from 18 to 33 over about 24 hours**","textStyle":"body","layout":"text"},{"role":"htmltable","html":"<table><tr><th>Update</th><th>Dead</th></tr><tr><td>Nov 2 evening (Zelenskyy)</td><td>18</td></tr><tr><td>Nov 2, 20:19 (Emergency Service)</td><td>24</td></tr><tr><td>Nov 2 address (Zelenskyy)</td><td>26</td></tr><tr><td>Nov 3, 09:07 (Semikin)</td><td>29</td></tr><tr><td>Nov 3, 12:12 (Semikin)</td><td>31</td></tr><tr><td>Nov 3 afternoon (Zelenskyy, Berlin)</td><td>33</td></tr></table>","layout":"text"},{"role":"body","format":"markdown","text":"Source: [Interfax-Ukraine](https://en.interfax.com.ua/news/general/1230412.html)\n\nSemikin called it the deadliest Russian strike on the region since February 2022, per [Kyiv Post](https://www.kyivpost.com/post/89044). The regional administration declared November 3, 4 and 5 days of mourning, per [zoda.gov.ua](https://www.zoda.gov.ua/news/81160/dni-zhalobi-za-zagiblimi-vnaslidok-rosiyskogo-udaru-po-komishuvasi-u-zaporizkiy-oblasti-trivatimut-tri-dni--3,-4-ta-5-listopada.html).\n\n## Russia's account\n\nAs of Tuesday evening, 567politics found no Kremlin or Foreign Ministry statement that addressed Komyshuvakha by name. The Russian Defense Ministry's daily summary for November 3 did. In the paragraph on its \"Dnepr\" group of forces, it said troops struck a Ukrainian mechanized brigade, a mountain assault brigade and a territorial defense brigade. It placed the strikes \"in the areas of Kamyshevakha, Grigorovka and Orekhov in Zaporozhye region.\" It claimed \"up to 25 servicemen, 15 vehicles and an electronic warfare station\" were destroyed. The summary, republished in Russian by [NEWSru.co.il](https://www.newsru.co.il/world/3nov2026/min_ru_127.html), does not mention a school, a shelter or civilians. Reuters reported the same claim, as carried by [ABC News Australia](https://www.abc.net.au/news/2026-11-04/russian-strike-on-school-kills-dozens-n-ukraine/107343894), which added that both Russia and Ukraine deny deliberately targeting civilians.\n\nMeduza observed that the ministry's summary of the overnight strikes listed the Vinnytsia, Dnipropetrovsk, Odesa and Kharkiv regions but did not mention Komyshuvakha, per its [report](https://meduza.io/en/feature/2026/11/03/russia-bombs-humanitarian-aid-distribution-site-in-southern-ukraine-killing-31-more-than-40-people-remain-missing). Russia's standing position, as [RFE/RL](https://www.rferl.org/a/zelenskyy-patriot-missile-russia-refinery-trump/33888449.html) summarized it, is that it does not target civilians and that fighting will stop only with a comprehensive peace deal, not a partial ceasefire. Kremlin spokesman Dmitry Peskov said Tuesday that Russia carries out systematic strikes on Ukrainian infrastructure to reduce Ukraine's ability to hit Russian targets. He said Ukrainian forces keep striking Russian energy sites, per [Xinhua via China Daily](https://www.chinadaily.com.cn/a/202611/03/WS6aea04cee4b06d4aa0566dbf.html).\n\nNone of the competing claims about who was at the school could be independently checked by 567politics. The UN monitoring mission's framing, described below, treats the question of Russian knowledge as the central one.\n\n## The UN mission and the law\n\nThe UN Human Rights Monitoring Mission in Ukraine, led by Danielle Bell, said multiple glide bombs struck the school in the morning. It said the aid distribution had been announced the day before on a local social media channel with nearly 5,000 subscribers, for 10 a.m. to noon on November 2. Bell said either Russian forces knew a humanitarian distribution was taking place, or \"they failed to take the most basic steps to find out what was happening in this village they were planning to attack.\" She added: \"In either case, this attack seems to have violated the most fundamental principles of international humanitarian law,\" according to [AFP via Yahoo News](https://www.yahoo.com/news/world/articles/un-rights-mission-condemns-russia-155039491.html). The mission did not say whether it had verified the casualty count.\n\nThe mission's latest monthly report gives the wider picture. For September 2026 it verified at least 328 civilians killed and 2,105 injured across Ukraine, 85% more than in September 2025. Zaporizhzhia region recorded 7 killed and 127 injured, per the [HRMMU September 2026 update](https://ukraine.ohchr.org/en/Protection-of-Civilians-in-Armed-Conflict-September-2026). The mission says these are verified minimums and that true totals are likely significantly higher, because it lacks access to occupied areas. For January through September 2026 it verified 2,570 killed and 15,211 injured, 59% above the same period of 2025.","textStyle":"body","layout":"text"},{"role":"htmltable","html":"<table><tr><th>Region (Sept 2026, HRMMU)</th><th>Killed</th><th>Injured</th></tr><tr><td>Kyiv city</td><td>32</td><td>340</td></tr><tr><td>Kherson</td><td>16</td><td>202</td></tr><tr><td>Sumy</td><td>11</td><td>131</td></tr><tr><td>Zaporizhzhia</td><td>7</td><td>127</td></tr></table>","layout":"text"},{"role":"body","format":"markdown","text":"Separately, the UN's Independent International Commission of Inquiry on Ukraine told the General Assembly on October 26 that Russia's sustained attacks on Ukraine's energy system amount to war crimes. Russia does not recognize the commission's findings and has not responded to that report in material 567politics could find.\n\n## The overnight barrage\n\nKomyshuvakha was one part of a larger night. Zelenskyy said Russia launched 289 attack drones, 17 ballistic missiles and 59 cruise missiles across nine regions, forcing emergency power cuts. He noted the barrage coincided with the US midterm elections, per [AP via ABC News](https://abcnews.com/International/wireStory/death-toll-hits-29-after-russian-strike-ukrainian-137799736). Ukraine's energy ministry counted 20 strikes in 10 regions, and the private generator DTEK said three of its plants stopped after significant damage, per [PBS, carrying AP](https://www.pbs.org/newshour/world/russian-strikes-on-ukrainian-aid-site-kill-at-least-31-people-with-dozens-still-missing).","textStyle":"body","layout":"text"},{"role":"htmltable","html":"<table><tr><th>Location, Nov 2–3</th><th>Killed</th><th>Wounded</th></tr><tr><td>Komyshuvakha (Zaporizhzhia)</td><td>31–33</td><td>5</td></tr><tr><td>Kharkiv city</td><td>-</td><td>at least 62</td></tr><tr><td>Dnipro area</td><td>1</td><td>17</td></tr><tr><td>Yaroslavl refinery (Russia)</td><td>-</td><td>2</td></tr></table>","layout":"text"},{"role":"body","format":"markdown","text":"Kharkiv's regional chief Oleh Syniehubov said a combined missile and drone attack wounded at least 62 people and damaged a medical facility, with more than 200 patients moved. Reuters later put the Dnipro toll at two dead and about 20 wounded, per the [Spokesman-Review](https://www.spokesman.com/stories/2026/nov/03/russia-bombards-ukraine-power-grid-before-abu-dhab/). On the Russian side, the Defense Ministry said it shot down 856 Ukrainian drones overnight. Moscow Mayor Sergei Sobyanin said 493 were aimed at the capital. Yaroslavl Governor Mikhail Yevrayev said a drone wounded two employees at an oil refinery. Moscow-installed officials in Crimea reported rolling blackouts after attacks on energy infrastructure. 567politics could not verify any of these figures. The strikes followed [a wave of attacks at the end of October, including one on Dnipro's railway station](https://567politics.com/news/politics-today-october-30-2026-comey-g20-china-russia).\n\n## From Oleshky to Abu Dhabi\n\nThe timing framed every reaction. A six-day local ceasefire around Oleshky, a Russian-held town across the Dnipro from Kherson, ran from October 27. It ended late on November 1 after Moscow declined to extend it, as [567politics reported on the truce and the attacks that followed it](https://567politics.com/news/ukraine-oleshky-truce-humanitarian-mission-kherson-attacks-resume-november-2026). The pause let aid in and evacuated several hundred residents, and both sides said it held. Zelenskyy said after Oleshky there was a moment to continue humanitarian steps, which Ukraine proposed, and that Russia \"continues the killings,\" per his [address](https://www.president.gov.ua/en/news/znayemo-vid-rozvidki-sho-rosiya-gotuye-novij-masovanij-udar-107113). Peskov, for his part, said Ukrainian troops likely used the pause to regroup too, calling that standard practice, per [RFE/RL](https://www.rferl.org/a/zelenskyy-patriot-missile-russia-refinery-trump/33888449.html).\n\nLate on Monday, Special Envoy Steve Witkoff announced that the United States would mediate working-level negotiations between Ukraine and Russia on November 10–11 in Abu Dhabi. The agenda covers post-war security arrangements, de-escalation, humanitarian efforts and next steps toward peace, in a post on X reported by [TASS](https://tass.com/world/2212141). Peskov confirmed a Russian delegation would attend. The dates settle a question that had been open for a week, as 567politics described in its [report on the trilateral talks' timing](https://567politics.com/news/ukraine-russia-us-abu-dhabi-trilateral-talks-timing-november-2026).\n\n**From the Oleshky truce to the Abu Dhabi talks**\n\n* **2026-10-27**: Local ceasefire around Oleshky takes effect at 3 a.m.\n* **2026-10-30**: US State Department approves possible $2.1 billion sale of 500 PAC-3 interceptors to Ukraine\n* **2026-11-01**: Oleshky truce ends late evening; Zelenskyy offers refinery-strike pause for Patriot deliveries\n* **2026-11-02**: Guided bombs hit Komyshuvakha school and shelter; Witkoff announces Abu Dhabi dates\n* **2026-11-03**: Toll reaches 31–33; Latvia requests emergency UN Security Council meeting; Zelenskyy in Berlin\n* **2026-11-10**: US-mediated Ukraine–Russia working-level talks open in Abu Dhabi (through Nov 11)\n\nZelenskyy's main ask is air defense. On October 30 the State Department approved a possible $2.1 billion sale of 500 PAC-3 interceptors. It would be paid for with funds from Canada, Germany and Norway and an EU credit program, with no US money, per [Militarnyi](https://www.militarnyi.com/en/news/us-state-department-sale-of-500-missiles-to-ukraine-for-patriot/). Zelenskyy welcomed the number but warned deliveries could take \"several years.\" In a Fox News interview on November 1 he offered to stop strikes on Russian refineries, as President Trump has demanded, if the US delivers Patriot missiles quickly. One month of deliveries would mean one month without refinery attacks, he said, adding that \"we will pay for it,\" per [RFE/RL](https://www.rferl.org/a/zelenskyy-patriot-missile-russia-refinery-trump/33888449.html). In Berlin on Tuesday he cited \"a great shortage in air defense\" and named PAC-2, PAC-3 and IRIS-T. Chancellor Friedrich Merz said he welcomed the talks but did not yet see Russia negotiating seriously, as covered in [567politics' report on the Berlin meeting and the November 19 Coalition of the Willing summit](https://567politics.com/news/germany-merz-zelensky-berlin-coalition-of-willing-summit-november-2026).\n\n## Latvia's Security Council request\n\nLatvian Foreign Minister Baiba Braže said on X that \"Latvia has called for an extraordinary meeting of the UN Security Council after horrific Russian attacks on civilians in Ukraine,\" including, in her words, the aid distribution point in Komyshuvakha \"where at least 26 innocent people were killed,\" per [Interfax-Ukraine](https://en.interfax.com.ua/news/general/1230797.html). Her figure reflected the toll at the time she posted. Latvia took over the Council's rotating presidency on November 1, its first time in the chair, and listed support for Ukraine among its priorities, per the [Latvian Foreign Ministry](https://www.mfa.gov.lv/en/article/latvia-hold-presidency-un-security-council-first-time-its-history-november-priorities-respect-international-law-support-ukraine-impact-emerging-technologies). No date for the meeting had been announced by Tuesday evening.\n\nUkraine's foreign minister, Andrii Sybiha, thanked Braže and said he expected the Council to become \"a platform where Russian atrocities will not merely be discussed, but actively opposed,\" per [UNN](https://unn.ua/en/news/latvia-convened-an-emergency-meeting-of-the-un-security-council-over-russias-brutal-attacks-on-ukrainians). He also called the strike \"another barbaric and cynical Russian attack\" and urged countries to keep Russia out of top-level sport after a court ruling reinstated it, per [ABC News Australia](https://www.abc.net.au/news/2026-11-04/russian-strike-on-school-kills-dozens-n-ukraine/107343894). Russia is a permanent member with a veto, which limits what the Council can adopt. The body's recent [split votes on Western Sahara, where the US and Russia vetoed rival drafts](https://567politics.com/news/western-sahara-minurso-vetoes-security-council-october-2026), show how that constraint plays out in practice. A Council meeting can still produce a public record of statements and briefings.\n\n## What is not known\n\nSeveral questions remain open. The final death toll depends on how many of the missing are found, and the regional administration's 58 and Zelenskyy's \"more than 50\" are not the same measure. Whether any Ukrainian military personnel were near the school, as Russia's ministry implies, has not been independently established, and neither has the identity of the aircraft or units involved. The UN mission has not yet published a formal incident report. The Russian government has not addressed the shelter strike or the civilian deaths. And it is not known whether Latvia's request will produce a meeting before the Abu Dhabi talks open on November 10.\n\n## Online reaction: what could and could not be verified\n\nThis section is a limited sample, not a measure of public opinion. On November 3, X's search and trending pages, Reddit listings and 567politics' own post-fetching tool were all unavailable to this newsroom. No X or Reddit post could be opened at its original permalink and verified. For that reason no individual post is quoted or linked here. What can be said is that official reactions were posted on X and Telegram and then reported by news agencies. They include Zelenskyy's Telegram posts on the strike, Braže's announcement of the Security Council request (reported by [Interfax-Ukraine](https://en.interfax.com.ua/news/general/1230797.html)), Sybiha's response (reported by [UNN](https://unn.ua/en/news/latvia-convened-an-emergency-meeting-of-the-un-security-council-over-russias-brutal-attacks-on-ukrainians)) and Witkoff's announcement of the Abu Dhabi dates (reported by [TASS](https://tass.com/world/2212141)). A fuller review of how ordinary users in Ukraine and Russia discussed the strike will have to wait until those platforms can be read directly. The absence of such material here is a limit of this report, not evidence of silence.","textStyle":"body","layout":"text"}]}
