Jared Kushner’s investment business has secured billions of dollars in capital from foreign investors, including sovereign wealth funds. His family’s property business has also benefited from a major transaction with an indirect Qatar connection. The public record is much less complete when the question becomes how much cash foreign governments paid to each member of the family.

The clearest large figure is Saudi Arabia’s $2 billion commitment to funds managed by Affinity Partners, the investment business Kushner founded after leaving the White House in 2021. Other Gulf investors followed. Fees earned for managing that capital are a separate category—and some widely repeated fee figures are disputed.

This review covers January 2010 through November 5, 2026. It includes Jared’s wife, Ivanka Trump, and his siblings Joshua Kushner, Nicole Kushner Meyer and Dara Kushner Orbach. It does not establish a complete family-wide total of foreign-government receipts. Private companies do not publish a ledger that would make that calculation possible.

That gap is not evidence that every allegation is true, or that no other payments occurred. It means each number needs a payer, recipient, date and description of what changed hands.

The table: documented deals, reported transfers and disputed estimates#

“Documented” below means supported by a public filing, an acknowledged investment or a confirmed commercial agreement. It does not mean that bank statements establish every drawdown or that a court has found corruption. “Reported” identifies credible reporting without a complete public transaction record. “Disputed” identifies figures or interpretations that the parties contest.

Investment commitments, fee revenue and property payments are not interchangeable. The rows should not be added into a single family-income total.

The table includes several different levels of evidence because the controversy often blurs them. An acknowledged investment is a stronger basis for stating that a business secured capital than a report that someone discussed investing. An official allegation is evidence that an investigation or dispute exists; it is not proof that the alleged transfer occurred.

Affinity: the strongest direct sovereign-money connection#

Affinity is separate from Kushner Companies, the family property business. A payment to a fund it manages should not be assigned to Joshua’s Thrive Capital or divided among Jared’s siblings.

Saudi PIF is the clearest identified sovereign backer. Its commitment gave Affinity a large pool of investment capital and a basis for earning management fees. The arrangement also created an ongoing commercial relationship with a state whose interests matter to U.S. foreign policy.

The later Qatar and UAE fundraising expanded the business. But the distinction between a state fund and a private asset manager matters. QIA is Qatar’s sovereign investor. Lunate’s location in Abu Dhabi is not, by itself, proof that every contribution it makes belongs to the UAE government. A combined fundraising announcement does not reveal each investor’s ultimate source of money.

There is also a difference between committed and deployed capital. An investor can promise a fund a fixed sum that the manager draws over time. The manager then invests on the client’s behalf. That does not turn the fund’s entire size into the manager’s earnings.

The manager may receive fees and a share of investment profits under its contracts. To calculate the owner’s personal gain, reporting would also need expenses, profit allocations, taxes and distributions. Those figures cannot be recovered simply by reading the headline size of an investment fund.

What the SEC filing proves—and what it does not#

567politics reviewed A Fin Management LLC’s March 22, 2026 Form ADV, the regulatory filing for Affinity’s management business.

Item 5.F lists $6,160,297,411 in regulatory assets under management. It attributes $6,097,061,904 to non-U.S. clients—about 99% of the total. Schedule A identifies Jared Kushner as founder and chief executive with ownership code E, meaning at least 75% ownership.

Those are documented disclosures. They establish the scale and foreign concentration of the business. They do not establish $6.16 billion of new cash transfers, $6.16 billion of government money, or $6.16 billion of personal income.

“Foreign” includes private investors as well as states. Assets under management can also change as investments gain or lose value. Kushner attributes Affinity’s later asset growth to investment gains. An increase in the total is therefore not sufficient evidence that another government deposited the difference.

This matters when comparing successive years. A reporter needs subscriptions and capital-call records to measure fresh investor money. A balance at one reporting date answers a different question.

Fees: revenue is real, but these totals need attribution#

Management fees are the most direct route by which managing sovereign capital can generate revenue for a privately owned investment business. They are distinct from the capital investors expect the fund to return.

In his September 2024 letter, Sen. Ron Wyden$ described Saudi PIF’s annual fee rate as 1.25% on its $2 billion commitment. That rate implies $25 million per year on that fee base. It is a calculation from the stated contract terms, not an audit of payments in each year.

The same inquiry supplied the historical fee estimate in the table. Kushner’s October response specifically calls the $157 million figure inaccurate. That section does not provide a replacement dollar total. The disagreement should remain visible wherever the estimate is repeated.

The March 2026 Garcia–Wyden letter adds estimates for 2025. It asks for payment records and investor agreements that could clarify the amounts. Its accusation of improper influence is the lawmakers’ allegation, not a court ruling established by the letter.

A useful next disclosure would be annual revenue by investor, with fee waivers and expenses identified. It would let readers distinguish a contract’s headline rate from the money actually earned and retained. Without that reconciliation, extending an old annual rate through November 2026 would create a new estimate, not prove a new payment.

The family company: Brookfield’s payment and Qatar’s indirect role#

The 2018 Fifth Avenue transaction is often described as Qatar paying the Kushners more than $1 billion. That shorthand hides an important distinction.

Brookfield’s announcement filed with the SEC confirms that one of its funds acquired a 99-year leasehold in the office condominium from Kushner Companies. It did not disclose financial terms. New York Times reporting put upfront rent at about $1.1 billion and described the relief it provided against the property’s debt.

Reuters subsequently reported that QIA held a stake in Brookfield Property Partners. QIA denied involvement in the Fifth Avenue development, and a source close to Brookfield said it was not required to notify QIA beforehand.

That makes this a completed commercial deal with an indirect sovereign-investor connection. It does not establish that Qatar directly instructed the payment or funded the entire amount. Multiplying the rent by a shareholder’s percentage would not solve the problem: ownership percentages are not transaction-specific bank records.

The deal helped the family business address debt. It should not be presented as an equivalent amount of profit distributed to family members. Our earlier report on Jared, Ivanka and family-business conflicts examines the policy questions separately from this accounting.

Nicole Kushner Meyer: private Chinese investment is not Chinese state money#

Nicole is president of Kushner Companies, according to the firm’s current leadership page. Her best-known foreign fundraising controversy concerns the EB-5 immigrant-investor program.

In 2017, she appeared at presentations in China seeking investors for One Journal Square. The program allows eligible foreign investors to pursue U.S. residency through qualifying investments. The existence of that U.S. government program does not make the investors’ money a payment by China’s government.

The family company apologized for the mention of Jared during the pitch, saying it was intended to explain that he had left the business. Contemporaneous AP reporting carried by Time records that response.

A Senate Judiciary Committee statement separately cited approximately $50 million of Chinese-investor EB-5 financing for Trump Bay Street. That was an earlier project, not proof that Nicole’s later fundraising target was met.

The distinction is essential: a foreign citizen, a foreign company and a foreign government are three different counterparties. A country label cannot substitute for evidence of ownership or control.

Joshua and Dara: ownership does not identify a payment#

Joshua founded Thrive Capital, a separate venture-investment business. A January 2023 report by The Wall Street Journal, carried by Mint, described a $175 million investment for a 3.3% stake by five business figures. The participants included U.S. investors as well as Mukesh Ambani, Xavier Niel and Jorge Paulo Lemann.

That announced transaction is not evidence of a sovereign-government payment. Nor does Thrive investing alongside a sovereign fund in another company establish that the fund paid Thrive. They could simply be co-investors putting money into the same recipient.

Dara’s position requires a different distinction: ownership versus management. Forbes’s family-business review, published in 2024 and updated in 2025, said Charles and Seryl Kushner together owned 20% of Kushner Companies, with the remainder held by their four children. It described Nicole and Laurent Morali running the company.

A family ownership interest can create exposure to gains and losses without establishing a particular cash distribution. The sources reviewed here do not quantify a direct foreign-government payment to Dara, or a sovereign payment to Joshua personally. That is a limit of the available evidence, not a claim that either person has no foreign financial relationships.

It would be equally misleading to assign Jared’s Affinity capital to all four siblings because they share a surname. Their separate firms, ownership interests and accounts have to be traced separately.

Ivanka: shared household interests and her own ventures#

Ivanka is relevant both as Jared’s spouse and as a business participant. Income generated by his business may benefit their household. That does not establish a separate payment to her, a salary from Affinity, or ownership of the client capital the firm manages.

Her own foreign-business history also includes benefits that are not money transfers. NPR’s reporting on Chinese trademark approvals documented three approvals in April 2017. China defended its handling of applications; her brand said it was protecting its name from misuse. A trademark is a legal right, not a government check with a published dollar value.

In a May 2026 interview, she described working with her husband on a large Mediterranean development. That supports including her as an active participant in the project. It does not disclose her equity percentage, compensation or a payment from Albania.

There is no defensible method for converting those trademark rights or a development’s advertised cost into cash received by Ivanka. The distinction also prevents counting the same household benefit once under Jared and again under his wife.

Other foreign money and project values excluded from the government-payment total#

Affinity Global Development / BelgradeProposed $500 million development and a 99-year state leaseProject cost and land rights are not a $500 million payment from Serbia. Reuters reported withdrawal in December 2025. Not counted as cash received. Reuters

For Albania, the government’s June 15, 2026 statement said Sazan remained state property and negotiations were ongoing. It distinguished that proposal from privately owned land at Zvërnec. Government permission or access to land can have commercial value, but a dollar value needs its own valuation evidence. A construction budget is not that valuation.

The same principle applies to failed negotiations. Seeking a foreign investor, signing a preliminary document and receiving money are separate events. Counting every proposed project would inflate the record and conceal which transactions actually closed.

The conflict question remains even without a single grand total#

The evidence establishes a substantial business relationship between Affinity and sovereign investors. It also establishes a family property deal with an indirect state-investor connection. That is enough to support questions about disclosure, access and how public duties are separated from commercial interests.

Rep. Jamie Raskin$ and other Democratic investigators argue that foreign financial ties create risks when Jared participates in diplomacy involving the same region. Their letters seek records that could test those concerns. The existence of the letters does not prove a corrupt bargain.

Kushner denies taking diplomatic action to benefit himself or his investors. His commercial defense is that investment fees fund operations and returns should be judged over a fund’s life. Those arguments do not remove the need for disclosure, but they belong alongside the allegations.

The public record of Kushner controversies spans more than financial transfers. This ledger answers a narrower question. There is no verified, comprehensive amount that can honestly be described as all foreign-government cash received by Jared, Ivanka, Joshua, Nicole and Dara since 2010.

There are instead identifiable investments, reported payments, disputed estimates and benefits that are not cash. Keeping them separate makes scrutiny stronger: readers can see what is established, what is alleged and which records would settle the remaining questions.

Methodology: This review uses public filings, company statements, congressional correspondence and dated independent reporting checked November 5, 2026. It is not an audit or access to private bank records. We did not identify a verified direct sovereign-payment amount for 2010–2016 in the sources reviewed; that is not proof of zero receipts. Figures are nominal U.S. dollars unless stated otherwise. No projected project value, investor commitment or asset balance is treated as personal take-home income. We did not contact the family or companies directly; responses come from their published statements.

Differing perspectives

How should Jared Kushner’s sovereign-backed business and diplomatic work be assessed?

Each position is summarized as its supporters make it, with equal weight and in alphabetical order. A summary is not an endorsement; the evidence for each is weighed in the story above.

  • Judge commercial arrangements and diplomatic conduct on specific evidence

    Who holds it: Jared Kushner

Kushner says investments were made on commercial terms and denies using diplomacy to benefit his firm or investors. He argues that ordinary management fees fund operations and that investment results must be assessed over time. He also disputes the reported fee estimate and says preliminary fundraising discussions were misrepresented as completed fundraising.

In their words: Jared Kushner’s published response, October 8, 2026 ↗

  • Require fuller disclosure and separation of financial interests

Who holds it: Ron Wyden, Robert Garcia and other congressional investigators

The lawmakers argue that ongoing financial ties to Gulf governments create risks when Kushner works on U.S. diplomacy involving those states or their regional interests. They seek investor agreements, payment histories and details of safeguards. Their position is that private commercial arrangements require public scrutiny when they overlap with an influential diplomatic role.
